Neo-Ragnarök is the Decepticons' or, specifically, Megatron's grand plan that he himself intends to fulfill in order to permanently cement his rule over the entire universe. It is, basically, Megatron's revised and more terrifying take of the Ragnarök Connection which was the original grand plan that both of the Zi Britannia brothers (Victor and Charles) had intended to enact as part of their planned endgame before Megatron and his allies had usurped it from the 2 brothers themselves after the Decepticons had successfully carried out the Fall of Britannia.
